The primary roles and responsibilities of this position include:
1. Financial Management and Budgeting
• Budget Preparation: Coordinates the development of the ministry's annual capital and recurrent expenditure budgets.
• Fund Allocation: Disburses funds to major road construction, bridge rehabilitation, and maintenance projects.
• Financial Reporting: Oversees the preparation of monthly, quarterly, and annual financial statements for the Ministry of Finance and Planning.
• Expenditure Control: Monitored fiscal spending to prevent budget overruns and ensure strict compliance with public finance laws.
2. Human Resource Administration
• Personnel Management: Supervises the recruitment, hiring, performance evaluation, and promotion of civil servants within the ministry.
• Capacity Building: Organizes training programs for local engineers, technicians, and administrative staff to improve project delivery.
• Payroll Oversight: Manages the ministry's wage bill, ensuring timely and accurate compensation for all employees.
3. Procurement and Logistics
• Contract Administration: Works alongside procurement committees to manage bids, evaluate tenders, and draft contracts for international and local construction firms.
• Asset Management: Oversees the inventory, deployment, and maintenance of heavy machinery, ministry vehicles, and office equipment.
• Supply Chain Control: Manages the acquisition of materials required for direct-labor infrastructure interventions.
4. Policy Implementation and Internal Audit
• Compliance: Ensures all department operations align with National Civil Service regulations and public procurement guidelines.
• Internal Controls: Cooperates with internal and external auditors to safeguard public funds and investigate fiscal discrepancies.
• Inter-Ministerial Liaison: Acts as the primary operational link between the Ministry of Roads and Bridges and central government bodies like the Ministry of Finance, the Bank of South Sudan, and the Ministry of Labor.
